Settlement puts community-based mental health services for foster care children on the Medi-Cal menu of services

Federal District Court Judge A. Howard Matz approved a landmark agreement between advocates and the state of California that will provide intensive home- and community-based mental health services for children in foster care or at risk of removal from their families. The agreement in the class-action suit Katie A. v. Bonta comes nine years after the case was first filed.

Health Insurance Discontinuities Among Adolescents Leaving Foster Care

In this two year study of adolescents leaving foster care, the authors conclude that most youth leaving the child welfare system seem unable to transition to other forms of health insurance coverage. Even those that do acquire coverage, do so after an inordinate period of time. Enacting existing extensions of Medicaid coverage until age 21 for foster care youth is necessary to provide the resources to address the considerable health and mental health needs among these youth.

Training Kin to be Foster Parents: Best Practices from the Field

This ChildFocus issue brief provides an overview of efforts to adapt foster parent training to the unique needs and circumstances of kinship caregivers. The following topics are addressed: federal licensing requirements, including requirements for foster care training as a condition of licensing; limitations of traditional foster parent training for kinship caregivers; state and county efforts to develop foster parent training programs tailored specifically for kin; common themes related to kin-specific training; and questions that states and localities should consider as they develop kin-specific training.

Coming of Age: Employment Outcomes for Youth Who Age Out of Foster Care Through Their Middle Twenties

This study examines employment outcomes for youth who age out of foster care through their middle twenties in three states: California, Minnesota, and North Carolina. The study linked child welfare, Unemployment Insurance (UI), and public assistance administrative data to assess outcomes. Results suggest that youth who age out of foster care continue to experience poor employment outcomes at age 24 and generally follow one of four employment trajectories as they transition to adulthood.
